A major review of US defence research facilities has highlighted urgent modernisation needs. Secretary of War Pete Hegseth ordered the 90-day assessment to address outdated infrastructure and keep pace with global technological advancements. The findings reveal systemic barriers that slow innovation and hinder military readiness. The review examined War Department laboratories and research centres, many still operating in buildings designed for mid-20th-century technologies. Researchers now work on cutting-edge projects in spaces originally built for early innovations like cathode-ray tubes and jet propulsion. This mismatch between old facilities and modern demands actively blocks progress.

Thirty site visits uncovered widespread challenges that delay the delivery of new technologies to the military. Officials found the research enterprise increasingly siloed, with labs often prioritising individual service needs over broader collaboration. Despite this, the review confirmed the fundamental strength of the system, citing its world-class scientists, engineers, and researchers.

To address these issues, the report did not propose closing or merging institutions. Instead, it recommended fixing systemic problems in authority, funding, decision-making, and governance. A key proposal is a dedicated military construction appropriation for research infrastructure. Another is raising the cap on minor MILCON funds, allowing labs to adapt quickly to new research needs and improve security. The review’s recommendations aim to modernise defence research infrastructure and streamline operations. A dedicated funding stream and higher spending limits could enable faster upgrades and better flexibility. These changes are intended to ensure labs can support evolving missions and emerging technologies.
